There are two scenarios defined in the portal, and instructions or a delta layer are provided for each scenario. Each scenario and scenario delta is defined below. The areas identified for review are shown in the layers identified as the deltas (Scenario 1 Delta and Scenario 2 Delta). The deltas contain areas that meet the scenario definition shown below and that are not already located in an ineligible area. Scenario 1 This scenario identifies areas that are: 1. Located in an MSA; 2. Have a population greater than 10,000; and
3. Have a population density greater than 1,000 persons per square mile.
